To what extent are architects responsible for the failure design of social housing?

I have upload one of the drafts I did. and its comparing the failure design of social housing in the west with east. My tutor have gave me feedback, so please write base on the feedback provided. Please also change the second part of my dissertation and used the case studies I provided in the images with annotation, and find better references in books not websites.
