Special education coach

Based on the slides that are attached I need to write an action plan proposal for what I want to do when I go back home (Saudi Arabia ) with these ideas about coaching.
The questions that should be answered in the paper are :
Your vision for your proposal–What do you want to do with these ideas of coaching in KSA?
Describe the setting where you work–who would you coach?
What types of structures are in place that you could use to coach teachers?
Are there any obstacles you will have to address?
Your goals for the project–What do you hope you will be able to do by with coaching in your work?

The situation is :
I am a special education teacher in intellectual institute who are interested in coaching other teachers and parents in early intervention (developmental skills)

I prefer to use both instructional and cognitive coaching methods.
