THE UNINTENDED CONSEQUENCES OF THE 18th AMENDMENT AND THE VOLSTEAD ACT

Abstract
After nearly 100 years of trying, the teetotalers, anti-saloon leaguers, and prohibitionists will win a
significant victory in their fight against the evils of alcohol in American Society. They will be joined in the
20th century effort by business owners, suffragettes, mothers of WWI soldiers, religious leaders, and
nativists. This pyrrhic victory is the ratification of the 18th Amendment prohibiting the manufacturing for
sale of intoxicating beverages and its companion legislation, the Volstead Act. Finally, after nearly a
century of grappling with the social, familial and economic costs of alcohol abuse, nationwide legislation
was enacted and enforced. As with many well-intentioned efforts, the imposition of the 18th
Amendment and the Volstead Act resulted in unintended consequences. Instead of improving American
society, in many ways the years of Prohibition resulted in a worsening of society.
