Please use the samples to understand how to answer the questions in the attached WORD document. The highlighted in RED will guide you also. Personal Preparedness and Professionalism
1
Objective
Accomplished
Demonstrate an expert level of proficiency in personal and family preparedness planning by executing
your personal/family preparedness plan and meeting your personal and family needs across any
circumstances.
Have you done this for yourself and family? Do you have a three-day supply of food and water? How
about a go-bag? Do family members know where to meet if displaced? How about an escape plan in
the event of a house fire?
2
Describe your personal accountability requirements during emergency response and recovery.
What would you personally or professionally do in an emergency? Do you have an official role as an
EM or other type of leader?
3
Demonstrate your adherence to and enforcement of safety rules, regulations and policies during
emergency response and recovery by wearing appropriate PPE, following pre-defined safety
procedures, identifying and addressing unsafe practices and following the IAP Safety Plan as briefed by
your immediate supervisor.
Do you know what PPE to use in a given situation? What are the safety rules for your organization?
4
Demonstrate expected professional attributes through your actions, attitudes and proficiencies.
Have you had a chance to do this in an exercise or actual situation? Hint During on campus week you
will be (or were) involved in several exercises. Briefly describe some of those roles.
Hazards, vulnerability and risk competencies
6
Objective Accomplished
Describe potential sources of information that may assist with incident recognition and situational
awareness.
What media sources or EOPs might you use? Think about this even if you havent yet taken part in a
real-world event, but also include educational and exercise experience. Add to this one once you have
more experience.
7
Describe the organizational requirements as well as laws, regulations, policies and precedents that
affect emergency operations and principles of emergency management.
Several DMM courses discuss key legislation and regs Stafford Act, PKEMRA, PPD-8 etc. If asked,
would you be able to describe how one or more would apply?
8
Conduct THIRA /HVA assessments in a variety of settings and document appropriately for actionable
attention.
What did you do during on-campus week? How about in your professional life? Remember you did
an HVA in Foundations.
9
Describe the conditions across representative hazard types that indicate a potential incident requiring
response and recovery capabilities.
Think about discussions about man-made and natural events during courses and real life. If you have
had real-world experience, consider that.
10
Demonstrate understanding of risk, risk perception, and risk assessment in crises, emergencies,
disasters, catastrophes, and complex humanitarian events.
Think HVA and THIRA.
Operational Elements
11
Objective Accomplished
Verbalize and apply the principles of current emergency management policy and standards that
guide emergency management practice across public, private, governmental and non-governmental
sectors.
Think about on-campus week (or other) exercises or real-world experiences you have had.
12
Demonstrate your understanding of the mission during emergency response and recovery by
ensuring your actions continually contribute to 1) continuity of operations, 2) the safety of victims,
families and staff, 3) the conservation of property, and 4) the support to the community to ensure
the nations safety.
Think about on-campus week (or other) exercises or real-world experiences you have had. Also,
remember that you did a COOP during Foundations. Think back to that process.
13
Perform in a field environment while maintaining basic radio discipline and skills.
While DMM courses dont specifically address radio discipline during an event, think about the
importance of communication methods in an event
14
Ensure appropriate credentialing and privileging of response personnel (from internal or external
sources) to perform tasks within the facilitys operations, by monitoring personnel activities for
conformance to their specific expertise.
Several DMM courses discuss the importance of proper credentialing. If called upon to ensure this,
what would you do (or what have you done)? Why is this important?
15
Demonstrate an operations level of proficiency in ICS/NIMS principles by utilizing appropriate forms,
participating in required meetings and adhering to appropriate reporting requirements.
Think about exercise development and conduct during on-campus week. Remember those 201 and
214 forms you used extensively during on-campus week.
16
Demonstrate EOC level understanding of the function and use of each through active participation in
all activities.
On-campus week TTXs are usually EOC types. Did you learn the difference between EOC and on-site
command?
17
Identify the various players that support an emergency operations center (EOP); their roles and
authority.
Again think on-campus week exercises as well as what you learned in FEMA IS courses.
18
Manage the initial recovery operations by employing the same incident management structure
and processes as used for the emergency response mission area, with new objectives, personnel,
and departmental assignments as needed
Think ICS Form 201.
19
Demonstrate the planning process and develop exercise and evaluation programs for a local
jurisdiction, organization and/or medical center based on NIMS and HSEEP.
Think about what you did during the DMM 639 weeks leading up to on-campus week.
20
Develop and facilitate a tabletop, functional and/or full-scale exercise in accordance with the HSEEP
guidelines.
Think about what you did during the DMM 639 weeks leading up to on-campus week.
21
Confirm notification receipt and report to the appropriate EOC position your initial situation,
resource status, and any special problems encountered for your specific role or functional area.
Think about what you did during the DMM 639 on-campus week.
22
Demonstrate your specific role and responsibilities as assigned in your facilitys EOP by following
your job action sheet, completing assignments, filling out appropriate forms, and fulfilling reporting
requirements.
Think about what you did during the DMM 639 on-campus week. Review again after you have
realworld EM experience.
23
Conduct efficient facility After Action Reviews and Improvement Plans by conducting a thorough
analysis and then holding an After Action Review to ensure items are documented in the required
format: issue, background, recommended action, responsible party and recommended timeframe to
incorporate necessary revisions to the EOP and organizational learning.
During the weeks preceding on-campus week, faculty discuss this process. In the remaining weeks
you participate in AAR / IP process. Write down what you learned about writing an effective AAR and
IP.
Human and Social competencies
24
Objective Accomplished
Describe incident parameters that may serve as stressors for response personnel, how stress may
be manifested, and appropriate interventions for your specific role.
Refer to DMM 635.
25
26
27
28
Recognize and address incident stress for yourself and others in your functional area by identifying
manifestations of stress and, in a fashion appropriate to your specific role, describe how to
decrease the stressors, limit the negative impact of the stressors, or ensure appropriate assistance
in recovering from negative stressors.
Refer to DMM 635.
Recognize symptoms of acute stress reactions and apply appropriate intervention based upon the
presenting symptoms.
Refer to DMM 635.
Demonstrate appropriate communication skills with a distressed individual and recommend
appropriate resources or intervention.
Refer to DMM 635.
Understand and demonstrate ethical conduct in all activities.
Ethics in EM is a full chapter in Ciottone. Even without the terminology the author uses, think about
how ethics plays a role in EM. What would you do (or think you would do)?
29
Understand different cultural perspectives, demonstrate competency in working with personnel,
community members and governmental agencies.
FEMA Whole Community concept helps you to understand what this is all about.
30
Work within political structures, understanding the influence, community or organizational issues
and processes
Think DMM 610.
Communication, Legal and Fiscal
31
Objective Accomplished
Provide communication support to functional areas by assisting with the development and
approval of the facility Communications Plan, which should document and disseminate contact
methods for relevant parties internal and external to the facility.
Unless you have already had real-world experience here, you may need to leave this blank.
32
Describe the key components of a facility response Incident Action Plan and methods of
dissemination, both internally and externally.
Think ICS Form 201 and what you learned during on-campus week.
33
34
35
Demonstrate understanding of media policies by referring issues to the designated organizational
department or by responding to media inquiries as directed by facility management, the public
information officer policies and the use of social media.
Think of the media discussion and reading assignments in DMM 610.
Identify key state or regulatory agencies that set the standards at events name, cite several of
the most common emergency statutes, OSHA standards; recognize regulatory issues and
discuss what they mean: ICS, NIMS and Presidential Directives. Think about discussions during
various DMM courses.
Describe, in general, the applicable public health laws and guidance with their impact on the
facilitys emergency response and recovery.
Think DMM Public Health or read the Ciottone and Koenig chapters.
36
Describe the elements and supporting functions of a Business Continuity Program as outlined in
the NFPA 1600 Standard on Disaster/Emergency Management and Business Continuity Programs,
2020 Edition.
DMM 610 discussed this and you did a COOP to better understand the importance of continuity.
37
Analyze the key concepts of maintaining fiscal responsibility during a crisis based on needs and
capability.
DMM 610 touched on this, but think about the practical application.
38
Identify the various types of countermeasures to decrease asset vulnerability while being fiscally
responsible with a risk-based approach.
What countermeasures are out there? For example, when a hurricane approaches, airport and
military leaders often protect their planes by sending them away from the target area.

Please review and check off/make notes each day. Note any activity that has been beneficial to
demonstrate the elements. These elements cross all materials presented over the curriculum as
well as the experiential learning process. Think broadly and include life experience, professional
life and educational experiences. The expectation is that you will be able to integrate the
foundational principles you have acquired throughout the program. Write notes under each element
to recall what you learned or still have questions about.
Personal Preparedness and Professionalism
Objective Accomplished
1
Demonstrate an expert level of proficiency in personal and family
preparedness planning by executing your personal/family preparedness
plan and meeting your personal and family needs across any circumstances.
I cant say that I reached the expert level when it comes to disaster
preparedness, but Ive learned so many valuable things during my study at
Jefferson, which Im so grateful to have. At the family level, I have discussed
some plans with them in case of fire or some power outages. However, we
find out that our area, thanks to God, is not susceptible to natural disasters.
The fire will be our primary concern, and we put a plan for family
reunification and other things to avoid any loss of life.

2
Describe your personal accountability requirements during emergency
response and recovery.
As a paramedic, the first thing that comes to mind during response is my
safety first. Once I ensure that is covered, I respond to a disaster by
considering that planning is one of the vital things to do. We understand
that as sold the plan, we meet with more confidence and more effective.
My primary concern for the recovery process is to properly support the
community and ensure that they return to normalcy as soon as possible.
3
Demonstrate your adherence to and enforcement of safety rules,
regulations and policies during emergency response and recovery by
wearing appropriate PPE, following pre-defined safety procedures,
identifying and addressing unsafe practices and following the IAP Safety
Plan as briefed by your immediate supervisor.
4
Demonstrate expected professional attributes through your actions,
attitudes and proficiencies.
Emergency management professionals should have leadership ability,
excellent communication skills, and great analytical abilities.
Hazards, vulnerability and risk competencies
8
Conduct THIRA /HVA assessments in a variety of settings and document
appropriately for actionable attention.
Provide a systematic approach to recognizing hazards that may affect
demand for the hospitals services or its ability to provide those services. The
risks associated with each hazard are analyzed to prioritize planning,
mitigation, response and recovery activities.
9
Describe the conditions across representative hazard types that indicate a
potential incident requiring response and recovery capabilities.

24
Describe incident parameters that may serve as stressors for response
personnel, how stress may be manifested, and appropriate interventions for
your specific role.
Stress can contribute to health problems such as headaches, high blood
pressure, heart problems, and skin conditions. Stress may also influence
cognitive processes because it is associated with elevated levels of cortisol, a
hormone that can influence brain functioning.
25
Recognize and address incident stress for yourself and others in your
functional area by identifying manifestations of stress and, in a fashion
appropriate to your specific role, describe how to decrease the stressors,
limit the negative impact of the stressors, or ensure appropriate assistance in
