followed by your last name and first name (for example, my document would be titled KIN
401_Final_Zovko, Claire). Your final answer must NOT exceed 800 words. Read the question carefully.
Think through your response before you begin to write. A well organized and well written response will
receive a higher grade than a poorly written response that makes the same points. Use headers and
subheadings for maximum organization and clarity. Make sure to grammar and spell-check your final

QUESTION (800 WORDS OR LESS):
You have been hired by the NCAA Board of Governors (“NCAA BOG”) as an advisor. In light of the
recent NCAA college basketball FBI investigation and findings, the NCAA BOG is concerned that the
organization needs imminent organizational change to foster an environment of compliance with NCAA
rules at the institutional level. As a result, the NCAA BOG seeks to implement a new initiative to have
one (1) university athletic compliance staff at every NCAA D-1 institution on site be an employee of the
NCAA (as opposed to an employee of the institution) though they will work at the institution on site with
athletic compliance. This new role would be titled NCAA Compliance Liaison. This new role would be a
member of the staff of the university athletic compliance department and work directly in the day to day
athletic compliance of the university. Yet, at the end of the day the NCAA Compliance Liaison would
submit monthly status reports directly to their boss within NCAA enforcement (as opposed to the
university compliance director). The intention of this new role would be to have “eyes and ears” on site
on each campus with the NCAA compliance interests first and foremost. Thus, minor infractions could be
mitigated immediately with NCAA guidance from the Compliance Liaison and more serious infractions
would be reported via the Compliance Liaison directly to the NCAA for further investigation, if
warranted. Assume the financial logistics of this role are not at issue. Do not discuss how this role would
be compensated.
The NCAA BOG seeks to implement this new role in the most effective manner. From everything that
you have learned in this course and your own outside research, write a memo for the NCAA BOG on this
matter by focusing your response on one (1) benefit of this new NCAA Compliance Liaison role and how
it can enhance NCAA institutional compliance and two (2) specific legal challenges/conflicts that can be
foreseen with the new role. With each challenge/conflict, make sure to address how the challenge/conflict
can be alleviated by the NCAA. For each of the areas that you identify, make sure to clearly identify the
issue with a clear header. You are welcome to conduct any outside research just as you would be able to
do in the professional world. If you are not familiar with a memo, make sure to research what a memo is.
If you are not familiar with the NCAA BOG, research the NCAA organizational structure. This is an
individual assignment. Include a references page with your works cited. This page is exclusive of the
word count. Please do not discuss the final exam with your classmates.
