Earthquake Preparedness Budget
Earthquakes are one of the deadliest natural disasters to occur in daily human living
especially when not prepared. This is because; it comes with its catastrophic damaging of
property and even human life. (Chester. R. 2017). The last earthquake to hit the region was very
rampant that it lead to loss of many life and property worth million. The economy of the region
also dropped immensely and it has since affected the living standards of individuals in the
region. According to various reports carried out, lack of preparedness and a qualified team to
respond on such emergencies were among the major setbacks that the region faced. As the most
appropriate response to this disaster, different bodies have come together to form an exceptional
commission that will be responsible for formulating policy procedures and a budget for the
organization’s earthquake preparation. The commission will be able to take measures whenever
there are reports of a possible earthquake attack and respond in the process of the disaster, when
possible.
This committee includes a team of sixty-four members from different disaster
management bodies across the globe such as Office of the Coordination of Humanitarian Affairs
(OCHA), National Earthquake Information Center (NEIC) and International Rescue Committee
(IRC). The committee will be responsible for the most affected local town within the country that
has an overall population of 213,476 individuals. Since the region affected by earthquake last
time was huge, the team will set up a more centralized location for its operation, preferably near
a public institution for safety and transparency. It will as well relocate a subpopulation of the
region to move them from the most dangerous regions and place them in more safe regions that
the regulation bodies have assured. These regions will specifically be highland regions that are
prone to avalanches and landslides.

Budget
Budgeting permits planners to design an expenses plan for money gathered, it certifies
that the planner have sufficient funds to do things that are decisive to them. (Ron L. Morton.
2016). By use of the budget or spending plan, it helps to preserve the committee out of debt or
aid them to work way out of the balance due in case they are presently in debt.

The emergency preparedness department will incorporate a team of fourteen people.
Selection of the team will be based on performance outcome on the training that will be held
before the beginning of the operation.
The earthquake policy
Natural disaster such as earthquake are inevitable but with early preparation and
awareness, procedures can be set to prevent damage and loss of life. (Haugh. S. 2009). The
committee will stipulate emergency procedures that will help to keep everyone safe, reduce
potential damages and enable quick recovery after the disaster. The emergency procedures will
be followed in schools, workplace, and other facilities. The committee will create awareness to
the public by educating them on earthquake and its effects. The following are the procedures set
by the committee that will cover three phases of the event. These will include procedures to be
followed before earthquake, procedures to be followed during earthquake and after the
earthquake for recovery purposes.
Phase one: Before earthquake.
This phase will be categorized into two major steps; securing of your space and creating a plan.
A. Secure your space.
1. Protect important gadgets item like computer and television.
2. Store delicate items in protected cabinets with handles.
3. Suspend pictures and mirrors on hooks.
4. Keep heavyweight wobbly stuffs away from exit routes.
5. Move beds away from walls, windows and items that may be affected.
6. Support overhead light fixture.
7. Put lightweight items over the bed.

8. Secure top-heavy furniture to screws.
9. Trim hazardous tree limbs.
B. Create a plan
1. Keep fire extinguisher in easily reachable places.
2. Keep several flashlights in easily accessible places around the house.
3. Be accessible to your disaster plan and share with family members.
4. Beware of whether you are working or living in an earthquake prone zone.
5. Keep enough food and water in a dry and reachable area.
6. Include a first aid kit, extra cash, movable radio, spare batteries, medication and other
essential supplies.
7. Reinforce brick chimney if you have.
Phase two: During earthquake.
In this phase, we focus on procedures to take in an event of an earthquake.
1. Keep calm and remain where you are.
2. Do not light matchsticks, candles or any flame.
3. If you are driving, halt and stay in the car.
4. Do not use elevators
5. Avoid walking near storey buildings as they might fall.
Phase three: After the earthquake
1. Examine yourself and other people to see if they have injuries and incase of any injury,
provide first aid.
2. Tune on the radio to hear reports given.
3. Keep away damaged building.
6

4. Be cautious around debris and broken glass.
5. Be careful of chimney, they may fall on you.
6. Avoid beaches since Tsunamis occasionally hit the ground after shaking has stopped.
7. Keep off from areas that are damaged.
8. Follow the emergency plan of the person in charge whether in school or work.
9. Expect reverberations.
Challenges
The main challenge faced by the team was the possibility to detect and predict the exact
date that earthquake would hit the region. As with the research done earlier, the issue of
prediction has always been among the establishment of determining if the earthquake would
occur in a calculated time interval, and magnitude. The technique used in predicting earthquake
was not reliable, as it had to be divided into three-time interval. These was in short-term
prediction: which catered for a time interval of one to one hundred days before a strong
earthquake hits. The other time interval was the intermediate-term. This interval covered a few
days before the strong earthquake hits the region. It covered a period of one year to one decade.
