California University of Management Mod 2 Security and Emergency Management Paper In module 2 we have looked at the current state of the field of security and emergency management and some of the issues and challenges that we face both as a profession and as an academic discipline. Whether it is defining what we are or figuring out how to integrate the private sector and businesses, or dealing with the disaster after the disaster, in many ways we are at a critical point for SEM. For the 2nd integration paper, I have provided you with a 2004 reading from Professor WILLIAM L. WAUGH, JR., one of the noted and renowned EM scholars , in which he writes about the relationship between homeland security and emergency management and some might say his words very much foreshadowed the events and difficulties that were faced during the 2005 Hurricane Katrina response and recovery.

If we consider the relationship of homeland security and emergency management as the two ends of a see saw that are continually trying to balance each other, we may have an inclination as to what Waugh was talking about in 2004. In light of the topics and the readings we have covered in this module, now, some fourteen years and numerous natural disasters and terrorist incidents (both thwarted and successful) later, we have to ask ourselves (and cover in the 2ndintegration paper) the following questions:

Are we are any better off as a profession and as an academic discipline than we were then?
Why or why not?
What are some examples in support of this?
If we consider the see saw, does it currently tilt to one side or the other or is it balanced?
In your own opinion, should the see saw tilt to one side or the other or not and why?
Finally, what have we gotten right within this thing called SEM? What do we still need to improve on?
How do you see the current Presidential Administration impacting the field of SEM?
Your paper should generally be about 4-6 pages in length (absolute max)
