How the 3 incentive factors (policies regulated incentive, civil participation incentive, and financial incentive) affect the effectiveness of garbage sorting and recycling policy in Taiwan?

Within the 3 factors, what is the most significant factor affecting the effectiveness of garbage sorting and recycling policy in Taiwan?

Hypothesis:

The 3 factors significantly affect the effectiveness of garbage sorting and recycling policy in Taiwan.

The elderly people is doing well in garbage sorting, because they do not want to waste money.

There are more people in a family live together would taking well care in garbage sorting than people live alone.

People who has higher education is better sorting the garbage.

Sampling frame: Taipei as the study case

Sampling size: 200-300 (according to what?) (but in the community? or university?)
