Crime Rate in Milwaukee
Is 2020 the Exemption Confirming the Steady Decrease?
During the last six years, Milwaukee murder rate has been decreasing. According to
Watson (2020), “over the last five years, the city has seen a 33 percent reduction in violent crime
including homicides, nonfatal shootings and carjackings.” The same source affirmed that in
2015, there were 145 homicides in the city, the next year, the number was 141. In 2017, the
number fell to 119; in 2018, the homicides only reached a two digit number, 99, while the next
year the number was 97. However, for the first half of the year, the murder rate in Milwaukee
increased by a 93% (Rose, 2020). For example, there were five homicides in the 24-hours period
from June 30 to July 1 (Rose, 2020). According to District 2 Capt. David Salazar (as cited in
Rose, 2020), during summertime the rate of violent crimes trends up, and the police or the city of
Milwaukee will put their best efforts to find justice for the families and the victims.

The problem of violent crimes in Milwaukee is not a new phenomenon, the Milwaukee
Homicide Review Commission (MHRC) was established in May 2004 to investigate the city’s
insistent fatal violence issue. The commission’s report of 2013 (Azrael, Braga, & O’Brien,
2013), evaluated the use of crime incident reviews to develop criminal justice prevention
strategies, which was recommended by the U.S. Department of Justice and sponsored by the
Project Safe Neighborhoods initiative, and by the time of the report, it remained largely
unevaluated (Azrael et al., 2013). The report concluded that “the homicide incident review
process improves the capacity of cities to understand the nature of urban homicide problems and
adds considerable value to the development of appropriate violence prevention strategies”
(Azrael et al., 2013). Another advance of the MHRC was to implement the homicide incident
review to increment the understanding of the nature of urban violent crime and to add
information to the development of different violence prevention strategies. It also reduced the
homicide and gun violence and incremented the interagency relationships, to identify and create
appropriate problem-oriented violence prevention strategies, strengthen partnerships, and
improve analytic capacity and information sharing between agencies (Azrael et al., 2013).

Another study, Braga (2005), analyzed the violent crimes, its victims, and its perpetrators,
finding, among other key facts, that “even in neighborhoods suffering from high rates of violent
crime, most residents are not involved in the gangs and other criminally active groups that
generate a disproportionate share of urban homicide problems.” However, most of the efforts to
try to understand the nature of violent crimes put the strain on the victim. His or her life goes
under the microscope, looking for the details that could have lead to his or her death. While
individual factors are important, the environment surrounding the homicide also matters. Mostly
because areas with high rates of homicide and other types of violent crime also report higher
“rates of poverty, unemployment, and low homeownership” (Luthern, 2020). Segregation is the
root of the increased number in homicides, not only in Milwaukee, but also in similar cities
(Luthern, 2020).

Luthern’s article also points to other factors that can influence the prevalence of violent
crime in a city, such as the opioid crisis. However, ethnicity is one of the factors influencing the
disparity. For example, the average homicide rate during 2018 was 17 killings per 100,000
people, but black population has a rate of 35 killings per 100,000 (Luthern, 2020). Ethnicity,
poverty, unemployment, and low homeownership are confirmed causes of high rates of violent
crime. However, the rates regarding ethnicity are not the same everywhere. For example, in New
Mexico, black people has the same possibility of being the victim of a violent crime as any white
individual, while in Wisconsin, the possibilities for black people are 22 times bigger. The
difference between the states’ rates lies in the segregation. The article also affirms that in 2017,
the ten most violent cities were also the ten cities with higher segregation (Luthern, 2020). For
example, city integration means less correlation between income and ethnicity, which results in
lowering the violence (Luthern, 2020). Milwaukee’s integrated neighborhoods have a poverty
rate 7 points lower than the average of the city, the shooting rate in those areas was 56% lower
and the homicide rate 26% lower than the citywide numbers (Luthern, 2020). Milwaukee Police
Chief Alfonso Morales said 40 percent of the city’s gun violence is in 14 neighborhoods (Watson,
2020).
