Man Overboard
1.1 Introduction
The shipping industry may have many problem and issue which threat the life and the safety of
the ship, one of them is man over board. man overboard indicate that a person falls down from
board of the ship into the water .it may happen that the person will be one of the crew members or
the passengers. The man overboard can occur at port or during sailing.
Man overboard is the real threat to the life of the seafarer. Crew members shall be careful when
performing their job. No one can grant that he or she will not become man over board due to bad
weather, swell and ship movement (Anish, 2019).
1.2 Background of the research topic
The sea trading is the cheapest way to trade and faces a lot of threat. One of the threat is man over
board. The man overboard issue still occurs from the past until now. Man overboard is considered
as emergency situation and it very necessary to rescue and recover man overboard very early,
because of bad weather, high seas and swells. The man overboard can drown or can get cold which
will lead hypothermia. All seafarers shall be aware of this emergency situation and how to deal
with it on ample time without any time delay and hesitation. The Master and crew shall follow the
company procedure and the IMO regulation in case there is a man overboard situation. Even when
following those all procedure still cases happen and people was lost at sea. People shall consider
for other effective ways to minimize the danger of a man overboard and it cases. New technology
shall be made to assist in search and rescue operation of man overboard.
1.3 The issues surrounding the research topic, factors influencing, and parties involved
The man overboard emergency is affected by many factors. The factors influencing man overboard
are many, some of these factors was natural factors such as bad weather like strong wind, rain, fog,
storm and rough seas. The other factors are human factors such as physical fitness, the capability
of swimming, responding of a man overboard situation and stress. Those factors are threatened the
life and the safety of man overboard. There are many parties involved in man overboard emergency
such as crew members, passengers, shipping companies, IMO organization, countries and their
port state control. All of the parties have the responsibility and the role and no one is excused for
any negligence.

How could this help to minimize the problem?
1.5 Problem statement
A man overboard considered as a real threat to the seafarer safety and life and it will affect the
maritime economy. Regardless to have rule of man overboard or procedures man overboard still
occur and people still missing due to a large time taken in search and rescue operation. The People
shall think to this problem seriously even following all safety measures chance of be a man
overboard will exist.

Last but not least seafarer has a role in the world economy by taking part in the maritime trading.
To be a seafarer you will put your life in danger such a man overboard. Safety measures shall be
followed and people shall be aware of man overboard. New technology shall be made to reduce of
risk of man overboard and to asset in search and rescue operation. Many factors affecting a man
overboard and to the search and rescue operation which will decrease the chance of rescuing man
overboard so new idea and technology shall be made.

Introduction

Man Overboard
During the study period the students go through several subjects where they learn about the duties
of deck officers and they carry out several short courses to gain knowledge and experience about
survival technics at sea. Theoretically and practiced at the college simulator the students will
practice all the man overboard maneuvers for deference situations. After going to sea and had
already joined the ship for the required sea time which is twelve months; the level of experience
on seafarers increased. Encountering the high seas and the heavy weather it’s been realized that it
is very difficult for the man overboard to survive those conditions, even in calm weather it’s still
difficult to spot on a man overboard without a life jacket in the middle of the ocean having white
horses. Those mission scenarios are assumed reported during the immediate fall over “instantly”.
The big issue which always roaming around our minds is those who fall over after duties; in other
words at night and reported in the next following working day. Their chance of survival or been
rescue drop tremendously low. That’s due to a lot of factors which we will state in more details in
the literature review such as hypothermia, mental illness of thinking not been rescued or even
thinking been eaten by the shark. The concern is that; with the presence of the new technology and
the skills and knowledge been taught the colleges and the experience seafarers gains during the
sea-time, the percentage of survival is still considered low according to other studies such as in
QUARTZ. To make the difference have several options either; by finding new techniques to avoid
it in the two areas which is the seafarers skills or the new technology. Another option is by
development of the skill of the seafarers in survival and rescue technique or in developing new
technology which will increase the percentage of survival and rescuing. Increasing the skill of the
seafarers of survival or preventing of the incident man overboard will take time. Using new
technology to prevent man overboard such as catch the crew members while falling into the sea is
unfortunately does not exist. Therefore, using the other option which is new technology to increase
the percentage of survival and reducing which already exist and faster to be adopted, make more
sense. The importance and the preciousness of the seafarer’s souls in their families, friends and
marine environments, we all as human and good seafarers intend to survive together and save each
other up to maximum ability we have.

Man Overboard
Man overboard (MOB) may be a scenario within which an individual has fallen from the ship into
the water and wish to rescue. Literature review with statistics analyzing has found a rise within the
numbers of MOB accidents thanks to increase of world trade and cruise line, different factors like
fatigue, alcohol, dangerous applying of safety rules. The research’s downside is that MOB accident
in most cases sadly ends with the death or missing as a result of the victims does not seem to be
seen, wherever it’s tough to stay correct look out cowl all sides of ship all the time. In line with
previous studies, the IMO and ILO conventions, safety procedures and coaching just in case of
MOB however failed to cowl any automatic systems required to be aboard to discover MOB at the
instant of falling overboard. In the other hand, on fashionable cruise ships the decks and ship’s
sides are monitored by exploitation police investigation cameras additionally some makers or
manufacturing primitive instrumentation to discover MOB at the instant of falling overboard
however don’t seem to be nonetheless necessary and approved by the IMO.(Capt: Abd Elkhalik

decades.
CHAPTER3:
RESEARCH
COLLECTION
METHODOLOGY
&
DATA
3.1. Introduction
Man overboard is an existing issue of a global concern where many people fall into the open water
undetectably such as fishermen and army personnel. Existing manual methods to detect people
are very traditional, and slow in rescuing people in risky situations. Therefore, the proposed
method to solve this issue is both sophisticated and technologically advanced, using UAVs.
Several models have been utilized in development assistance at the data gathering process of
testing drones or Unmanned Aerial Vehicles (UAV) in rescuing bodies in a critical time. However,
in this study the research that we have used is based on using both qualitative and quantitative
methods of analysis. Basically, this study is based on desk research methodology, which involves
data gathering from existing research in the field.
3.2. Argument for the research method (RESEARCH design methods advantages and
disadvantages specific for your research topic)
Method:
The study proposes a method to search about and rescue shipwrecked, drowned and overboard
individuals in the naval environment using UAV that is remotely piloted and equipped with
multiple cameras and satellite system based on Global Positioning System (GPS) (Gallego et al.,
2019). The reason for choosing this method is to detect persons in the sea in cases of emergency
where the time taken to respond is critical to prevent drowning or other severe situations (Gallego
et al., 2019). This method contained three approaches: including utilization of full view. This
involves classification of the object whether it is a body of a human being or not a body. The
– 14 –
Man Overboard
second and third approaches are regarded sliding window and accurate localization of the body,
which involves the real location of the detection and altitude (Gallego et al., 2019).
Advantages:
It is crucial to be able to respond rapidly and localize bodies in order to save humans’ lives in cases
of shipwrecks. UAV and Remotely piloted aircraft (RPA) are highly advantageous in comparison
to other rescuing methods such as Satellite monitoring (Gallego et al., 2019). Indeed, UAV and
RPA related to emergency features (Oslon., 2017). They can monitor an area through real time
trajectory planning. Moreover, they can handle rescue operations in the wilderness, and disasters
such as earthquakes and respond in a critical time. They can carry avalanche and sea searches
(Oslon, 2017). Research shows that drones are inexpensive to be used by the Marine Corps or
governmental agencies, quite robust and small that they can be placed on ships (Olson, 2017).
Moreover, it can automatically function, find the man overboard and hover near him. They can
drop a life ring to the man, stream a video and allow him to talk to the rescuers in order to lessen
his panic (Olson, 2017).
Disadvantages:
There are several disadvantages that can weaken this method such as, legislation, energy, weather,
hacked, hijacked, and privacy violation. The first challenge is that the use of UAV technology is
not permitted by the legislation of some countries like the United States. Weather conditions can
also pose another disadvantage to the UAV method where it can get deviated by the weather and
end up in undetermined paths in cases of storms and situations like the Tsunami (Shakhatrech ety
al., 2018). Moreover, the fact that UAV operate on battery power, its energy consumption limits
its capacity to stay operating for a longer time. In addition, the system of the UAV can be hacked,
or even get hijacked, which shapes another risk to the use of this method (Shakhatrech et al., 2018).
Yet, it violates the privacy of other countries and people.
3.3
The limitations of your research
Regarding the restriction of UAV, the research does not address the question of how the
enforcement laws can distinguish among different UAVs in the air and their purposes. This
