HISTORY

Currently, there are 277 charter schools (53 Affiliated, 224 Independent) under the
jurisdiction of the LAUSD, serving more than 138,000 students in kindergarten through
12th grade.
The Charter School Act of 1992 is the legislation that gave origin to charter schools. The
subsequent AB 544 legislation established further guidelines and requirements for charter
schools. The legislation is also intended to shift toward a performance-based system and
provide competition within the public school system.
In 1993, the LAUSD designated specific staff to provide oversight to charter schools to
ensure that each charter school operates in compliance with all applicable laws and terms
of its charter.

For starters, charters tend to hire younger and less experienced teachers, often to keep
down costs, according to the study. This can contribute to higher turnover rates, particularly
if the teachers entered the profession through an alternative certification program, such as
Teach for America. Teachers at for-profit charter schools also tend to receive less support
from administrators.
In some parts of the US, charter schools have replaced traditional public schools in
underserved areas, and charter schools run by nonprofit groups tend to enroll lowerincome students. Such students may pose more social and behavioral challenges for
teachers. However, privately run charters have incentives to enroll fewer low-income
students, students with disabilities and students learning English as a second language,
which helps create a less demanding work environment for teachers.

Beaudet explained what not being unionized meant. “Having no representation, and then
on top of it, most charters have these year-to-year contracts where youre essentially an
at-will employee, and for any reason whatsoever they can rescind your contract or they can
just not offer you one, and they do not have to offer you a reason.”

compared to traditional public school teachers, charter school teachers were more likely
to say that they left because of a lack of job security and the expansive nature of their work.

Teachers at start-up charter schools were almost twice as likely to leave the profession
and almost three times as likely to switch schools as teachers at conversion charters.
