The research conducted in the article listed is to show and assess how operators perceive new regulations as an additional cost with no business value. The accession used resource based strategic theory as framework to gauge the perception of value by use of survey to all EU and US port terminal operators on their security compliance. There is no central argument being presented in this article, only the idea to sample how managers and operators feel that the ISPS (International Ship and Port Facility Security Code) adds to the value of the business.


The survey questions are developed from various stakeholders’ input. These stakeholders include port authority managers, terminal operators, consultants, Baltic and International Maritime Council officers, USGC operations officers, NATO Officers, etc. The bottom line upfront for the research of this article was to shed light on how mangers perceive compliance with regulation. The researchers wanted to study and show that although gates, guards, and security regulation are important to maritime security, it is the intangible security assets, or the management of those assets or the way regulation is implemented that can make a difference in perceived value. They figure that perceptions can impact their future decisions on port strategy, planning, and implementation on further port regulations. Although I think the findings of this article won’t affect or change the universal regulations for port security, I do think the study was worth taking a look into. The way that personnel perceive relevance of what they are doing,

directly impacts how serious they take their professional actions in the work place. When workers can’t find the SO WHAT factor in the regulations that are being done, they tend to ignore or not take them as serious. I think the visibility and findings in this article may help the policy makers introduce the importance of the regulations that are being enforced on the ports.


The study is not very unique, as a lot of corporations and companies use survey-based findings to gauge their employees on a multitude of issues. The article is broken down with an abstract, introduction, resource-based strategic theory and type of resources, ISPS requirements, security resource, methodologies, and results. It is very well broken down into the main points giving you the baseline of why the article was done in the first place. After reading the article I felt as if I found the so what in the conclusion of the article. A person that may stumble upon this article may lose interest pretty quick if they aren’t interested in the topic at hand or have some forced upon reason to read it in the first place.


Throughout the article there were several citations quoted and utilize to help support the relevance of the research being conducted. Due to the article being focused on a survey, and providing findings of relevance there was no alternative points of view necessary for this research.


The article uses very simplistic ways to present the findings of the surveys that were sent out to the field. The results from the survey are evaluated by the total percentages of positive responses om a given category. The findings directly support the purpose of the article’s existence. The



article presents a graph of findings with a large quantity of categories. Some of these categories include: physical resources, perimeter barriers, lighting, screening and protection, towers, fencing, turnstiles, ant-vehicle barricades, and the list goes on. Along with the graph, the article continues onto address the results with a breakdown of findings using words. The findings are compared between the US and EU to help show an advantage or disadvantage that the US may have. I think that the findings of the surveys are valid. The survey is being conducted amongst managers, and important key leaders providing support on the port. I believe that the surveys being conducted and reported in the article were taken seriously and deserves some valid insight by regulation committees.


The conclusion of the article follows the findings. In highlights the already stated purpose of the research. It states that the paper adds literature value to maritime in two distinct ways. The paper emphasizes that way regulation is deployed through resources can impact the a managers’ perception of value and advantage. Secondly it expresses that the paper provides resource based strategic theory as framework for evaluating port and terminal operators’ perceptions of value and advantage. The authors believe that their findings will bring insight into maritime business strategy on port security and its purpose. The authors want to highlight how each port looks at the evil of compliance.


I am convinced that this article is relevant and was well structured to support the purpose of the survey. The article started with an explanation for why is was being conducted, followed with the main points, had very good supporting graphs, and reiterated how these findings would have an impact on the maritime business strategy. The weaknesses on this study is that the compliance and regulations probably won’t change do to an opinion-based survey. The port managers would have to show that the compliance is not needed on the port, before I feel like this research would have any impact on the ISPS regulation for ports.
