1. Introduction

The Affordable Care Act or most commonly known as Obamacare, is a highly controversial topic and it remains so to this day. The Affordable Care Act policy went through an extensive process, along with some heavy resistance from the opposing views to get to where it is today.  President Obama was not the first president to try and tackle the healthcare crisis, nor will he be the last, as we already see with the new administration and Congress under President Trump.  The purpose of the Affordable Care Act is to make healthcare insurance available and affordable to all Americans by expanding the Medicaid program and to support healthcare delivery methods which will help lower the cost of healthcare (healthcare.gov, 2019). While these are the intentions of the Affordable Care Act, it also requires some sacrifices on others. People with high income will experience an increase in their taxes, while some would be having to pay higher premiums to adjust from insurance companies having to accept people with preexisting conditions.

2. Thesis Statement

Despite the goal of the Affordable Care Act and the benefits that the U.S. citizens gain from this policy it had to go through many obstacles within the American politics before it was implemented. These obstacles started with the checks and balance, the public policy and election and finally the voting process.The one  controversial question everyone kept asking, is the Patient Protection and Affordable Care Act the right healthcare system for U.S. citizens?

3. Heading for Main Point 1- Describes the historical and Constitutional basis of American Government’s structure and how this relates to the policy.

1. Subheading 1– Private markets attempt to work toward universal health care, which the free market made it improbable ( Skidmore, M.J., 2011).
2. Subheading 2– The state challenges the Affordable Care Act constitutional basis , such as the individual mandate on the Medicaid Expansion ( Blake, V., 2012).
3. Subheading 3- The fight of the democratic party for the Affordable Care Act to provide meaningful regulation towards the health insurance industry ( Skidmore, M. J., 2011).

4. Heading for Main Point 2 – Explains how the policy is involved within the process of checks and balances.

1. Subheading 1– In March 2010, Patient protection and Affordable Care Act had a major legislative achievement of the 111th Congress. Though the 2010 bill shows similarities to President Bill Clinton’s attempt of reforming healthcare in 1993-1994, he had it mandating that employers cover their employees or pay a tax. The center strategy of President Barack Obama’s reform, in contrast, relies on an individual mandate introduction obligation to purchase insurance (Beaussier, 2012).
2. Subheading 2– Donald Trump has been known as a strong fisted President and the American system of check and balances in the end had a good chance of containing him. Failure of the Republican attempt to repeal Barack Obama’s Affordable Care Act shows how difficult it is to make any kind of change to political action (Fukuyama, 2017).

5. Heading for Main Point 3 – Describes how the policy relates to public policy and elections and how the policy is portrayed by the media.

1. Subheading 1– Trump believes the individual mandate must be repealed.  President Bill Clinton supports the public option on Medicare to increase the pooling or mixing the risk while Trump desires to reduce the barrier to the  interstate sale of health insurance can in theory raise competition (Gardner, 2016). In the end the entire success of the Affordable Care Act will not only depend on how many people have coverage, but whether the coverage is actually affordable.

1. Subheading 2– All policies have both pros and cons. One of the biggest selling points of Obamacare, besides being able to keep your current insurance policy was the policy to require insurance carriers to not be able to cancel or decline coverage based on pre-existing conditions. The inclusion of these policies and promises helped to make Obamacare more popular with the American people and helped it to be passed. The battle between political parties, between federal and state governments when it comes to public policy have huge impacts on how the media covers such policy decisions and in how the public view the election of their representatives. Promises are made but rarely kept or followed through on.
2. Subheading 3- A survey has shown evidence that the public was oblivious to explicit technicalities of the Affordable Care Act before the law came into play. (Fowler et al., 2017)

6. Heading for Main Point 4 – Explains how the policy impacts voting and the election process.

1. Subheading 1– Obama’s administration continued releasing reports of increased numbers in the Obamacare sign-ups. The 2010 health law excluded illegal immigrants but extended benefit to certain legal immigrants (Reiboldt, 2014).

1. Subheading 2– The Affordable Care Act’s Medicaid expansion increase a participation of voter turnout (Newkirk, 2017)

7. Conclusion: The battle for the implementation of the Affordable Care Act to the public has come a long way. Many of those who do not have and could not afford to acquire costly healthcare insurance from the free market before, are now covered and insured because of the expansion of the Medicaid program under the ACA. The Obama administration truly made great efforts in order to get this policy approved. Before the approval, the ACA went through all the three branches of the government. It was first proposed by the President, then it was heavily examined, debated, and thoroughly discussed at the Congress, and finally, it was handled by the courts. In addition, the ACA also went through the media and public scrutiny. The American nation was divided in their views concerning this policy, even to this day. Lastly, the data of the voting and election process shows some connection to the healthcare reform.
