COMMUNITY NEEDS ANALYSIS PAPER INSTRUCTIONS
The goal of this assignment is to conduct a community mental health needs and resources
assessment that also familiarizes you with the overall mental health needs in your community.
Having assessed the most pressing local mental health needs, you will focus on one of the major
identified issues involving a specific, marginalized population and evaluate what services are
offered and by what organizations.
Your paper must be 10-12 pages (not including title page, abstract, or reference page; however,
these are required as well). You must use current APA style (write in third person) and integrate
references to at least 10 recent and relevant sources. Ideally, include both June & Black and Scott
& Wolfe in a meaningful way. You may use scholarly journal articles, but your most important
sources will be (local and state) government reports, census data, hospital records research, news
reports, information from CDC and DHHS, and professional organizations. Sources cited must
be specific and relevant to your immediate locality. Include the following content, using
appropriate headings:
1. Introduction of your community: Describe its location, populations, demographics, and
relevant trends, etc.
2. Local needs assessment: Articulate the overall, big picture of your community’s mental
health needs and at-risk populations. Be sure to give clear attribution to your sources.
3. Identification of a specific population or issue: Explain why you chose to focus on this
particular group.
4. Local resources assessment: Identify the specific organizations that work with this
specific population/ issue. Include government, for-profit, and nonprofit organizations in
your analysis. How are these organizations addressing this specific need in the
community? Your goal is to briefly describe what they do, not to evaluate their
effectiveness.
5. Personal reflection: Reflect on how this project has changed your view of your
community and/or aided you in better understanding your community. You may use first
person in this section.
The Community Needs Analysis Paper is due 11:59 p.m. (ET) on Sunday of Module/Week 3.

Introduction of your Community
I reside in Cumberland County, which is the city of beautiful Fayetteville, North Carolina. The
history of Fayetteville which Scotland immigrant settlement in 1739, came through the cape fear
river, troops deployed from Afghanistan and Iraq today. “It is here the very seeds of American
Freedom, democracy and patriotism were planted and continue to grow”. (Fayetteville news)
There are many histories in Fayetteville. Some as follows the citizen of Fayetteville rebuild the
city after two separate disasters. The great fire in 1813 which destroyed many buildings, which
left many people homeless, and the second during civil war when the city found itself path of
general Sherman’s Union Troops.
The city of Fayetteville NC. (2020) Today’s Fayetteville is a community located in the sandhill
region of southeastern, North Carolina. Raleigh is the state capital, which is 65 miles north of
Fayetteville and Charlotte. In Fayetteville there is a military installation, known as Fort Bragg,
which is the first largest military base in the United States. Fort Bragg is the home of the Army’s
XV111 airborne Corps, 82nd Airborne division, Special operations, and 3rd special forces group.
In Fayetteville there are three main colleges, Fayetteville States, Methodist university and
Fayetteville Technical School. There are five main area of attractions in the community. The
Airborne and special operation museum, Cape fear botanical garden, SEGRA stadium, North
Carolina Veterans park, and the Crown Complex.
According to the data from US Census, Cumberland County is the home of 325,871 people.
There is various diversity in Cumberland County. The county population is geared towards
younger people; than that of the state overall. Cumberland County overall population is 3.3% of
that of North Carolina, and 5.77% of the state veterans (42,655). Compare to many states,
Cumberland County is diverse with white represent 53.6%, Black/African American 37.4% of
the population, Hispanic/Latino represent 10.7% of the population, Asian 2.6%, Native Hawaiian
0.4%, 2 plus races 4.3%.
Fayetteville have all these various cultures. Scott and Wolfe (2015) stated when various cultures
can interact with each other and work effectively among various cultures who may not share
your demographic attributes, languages, beliefs, history, and experiences. “It is possible to
become perfectly competent in your knowledge about another group of people, but it is possible
to become sufficiently competent to cultivate mutant respect and promote behaviors and actions
that ensure social justice and equity for the people with whom you are interacting and
engaging”(p116).
There are several neighboring cities surrounded Cumberland County, the largest is Fayetteville,
second Hope Mills, third Spring lake, which I reside in. the smallest towns are Linden, Godwin,
Falcon, and Wade.
Local needs assessment
Community needs assessment 2017 for Cumberland county conducted an assessment. United
ways of Cumberland County developed a questionnaire to collect this data. Which is useful to
help close the community gap and issues in Fayetteville NC.
Economic, Housing, Education, Health, Public Safety, Transportation, Leisure and Cultural
Activities; were issues which were identify in the community. 6,000 Cumberland County random
people in the community were asked to complete this assessment, but 318 people completed the
Top ten issues in Cumberland county, results is after obtaining data:

(59%), Public safety Issues:Crimes(72%) Also Cumberland county have 872 kids in foster care
which is the most foster kids in North Carolina. This amount increases by 40% in five years.
Cumberland County Health Dept (2017) There is also a substance and Opioid abuse in
Cumberland County, NC. Many young people use opioid and abuses drugs in Cumberland
County. The County joined together with NC Harm Reduction to help raise funding to provide
awareness and outreach specialist, which will help people to be aware of this and help with
various types of resources to beware of opioid abuse and overdose. The article stated many
adults struggles with chronic pain, due to some type of illness. Which lead patients to take
medication and get addicted, during this time some patient may have a hard time handline the
chronic pain which lead them to overdose or abuse their medication. “The “opioid epidemic” has
been blamed primarily on the cover prescription of opioid pain relievers during the 1990s,
mainly to treat chronic nonmalignant pain (U.S. Department of Health and Human Services,
2016)” Wilson, Shaw, & Roberts (2018).
The leading cause of death in United States is drugs overdose. Data stated 3.8 million American
was addicted to and or abusing prescription drugs.
Identification of a specific population or issue
The specific population I will be focusing is homelessness in women and single parent with
children. Because the school I work at has many children which is homeless. According to News
research (Thompson, 2019) There are 350 homeless people in Fayetteville. The mayor of
Fayetteville wants to get them off the street, find stable jobs and boar them in homes. Some
homeless single parents, kids get taken away; and are placed in foster care. It breaks my heart to
see children homeless and do not have a stable place to live, this can sometimes which affects a
child academic and social life.
Homelessness are categorized as shelter and unsheltered which means a person which is
homeless; but shelter lives in emergency shelter, domestic violence shelter, seasonal shelter
Hotel/motel, voucher paid by an agency because the person is homeless, transitional housing
gear for a homeless person. Unsheltered means a place not meant for human habitation, car,
park, abandoned building, streets, encampment etc Looking at data they are more unsheltered
men than women, and more homeless men than women, children under 18 which are homeless
are 31%, age 18-24 is 9%, 25 and older 60% which are homeless(City of Fayetteville
Cumberland County, 2018).
Presently, Cumberland county is ranking 5th in the state of NC. Due, to this Cumberland county
developed a 10-year plan to end homelessness. Some singe parents have not type of child support
to provide for their children which left them homeless, no where to go. Most of the homeless
community was single women with children included veterans. Dash, K, (2015) in Cumberland
County stated the highest homeless subpopulation are women struggling with substance abuse,
then seriously mental illness, after, veterans, and victims of domestic violence. Burges (2018)
wrote an article for Citizen Times; he stated two years in a row, Cumberland County had two
crisis, Hurricane Matthew and Hurricane Florence, left many people homeless, including
children, many of my students were living in a hotel and homeless shelters due two this tragedy.
Some lives were loss. Cape fear river bridge burst and other rivers rises and overflow which
flooded many homes. During this time, it was very hard for citizens of Cumberland County,
included me. I opened my house to friends who was impacted in the hurricane losing they home
to stayed with me. Thank God where I live our house was not flooded, but I did not had
electricity for two days.
The article talked about what is homelessness. It is depriving someone of lack off peace, love,
having a warm place to call your own, no one want to be homeless it makes you sad, which can
lead to depression. “Homelessness is an intentional object, albeit a complex one (see Harman
2008), but it is peculiar because, it signifies an absence (namely, of home) rather than a
presence” (Somerville,P. 2013). Various events lead to homelessness. The article also, stated
some women was assisted with short-term rented accommodation due to job loss, substance
abuse, heroin addiction, alcoholism and domestic violence in the home. During this hardship
being homeless moving from various places with children; were sadden and depressing which
affected their children academic and life.
Somerville, P. (2013) broke down Homelessness Explanation; he summarized in a nice way
homelessness as “sin talk, sick talk, and system talk”. Sin talk in the predominated in the
homeless. They were generally regarded as guilty of they own case, for example, because of their
drinking, drug taking and/or general lack of responsibility. “system talk has become more
pronounced with the plight of homeless people have been attributed to so-called “structural
factors” such as lack of employment which paid living wage and a lack of decent, affordable
cheap homes.
“A homelessness pathway has been defined more specifically as the route of an
individual or household into homelessness, their experience of homelessness and their
route out of homelessness into secure housing” Somerville, P.(2013)
Local resources assessment
There are many organizations in Cumberland county which helps the community in case of a
tragedy or crisis. Salvation Army, have a section calls “pathway for help” which helps family
that experiencing a crisis or homelessness. This program is put in place to assist families
overcome various challenges for example unemployment, unstable housing, and lack of
education, which can lead families to greater prosperity and, finally , self-sufficiency.
Cumberland County Social Service assist family with work first, FNS, Medicaid and Medicare,

men or women does not qualify to stay at this home. Oxford House Hamond is for Homeless
single men only.
The police department assigned an officer to connect the homeless families with shelters, food
and clothing, through Red Cross Service. There are a homeless shelter which is called New start
New beginning for homeless and batter women in Fayetteville NC. Hope Center for single
women, is a church ministry which helps homeless single women
For the veterans, the mayor put in place for military personnel at Fort Bragg; partnership with
State and community college Mr. McCoy announced
“an economic development initiative targeted to support veterans in the area, the new
Fayetteville Technical Community College’s Collision Repair and refinishing
Technology Center, which will offer 19 certifications to veterans and other students”.
Dash, K.(2015).
Teague’s Home for Women is a great resource for women, to gained back their spiritual
awareness. It is a non-profit organization which provide shelter for Homeless women, which
looks like a home-sweet-home environment, which they must follow rules and guidelines. These
women learn etiquette, learns social skills and build their self-esteem. The goal is for them to
become productive members in todays society and change of lifestyle. During this time, they will
be building a relationship with God to guide them through their spiritual journey. Also, they will
be learning various job skills and obtain an education
Social Service have many resources put in place for victims which experience domestic violence,
which includes shelters with beds, counseling, and treatment for batterer women and families.
“The program opens about 30 new cases a month, approximately 300-450 per year, and treats
approximately 1,200 victims, families, and batterers”. Salvation Army assist in this program as
well, included case management for resident of transitional housing which support families that
involve in domestic violence. Dash, K.(2015).
Alliance Behavior helps families with mental illness, substance abuse and Intellectual
Developmental disability. Homeless families are eligible for Medicare and Medicaid or are
uninsured which they will be eligible to get assistance from Alliance Behavior. Families can be
screened on the phone before making an initial appointment.
Alliance also assist in boarding homeless families and individual families to access affordable
safe, decent, caring housing to provide families with stability, they partner with Durham Housing
Authority (DHA) which will assist families with vouches with disabilities and chronically
homeless. AllianceHealth, (2020).
Alliance Health also assist families which are behind their rent, facing eviction, or utility
disconnection or in need to start up funds for new house for instance a deposit.
CommuniCare is another resource to help low income families which are struggling with
substance abuse in Fayetteville. They also assist clients overcome mental health problems and
various traumatic events. They also, helps families on various ways to be a better parent, selfesteem and family strengthening classes which enable them to become better citizens. Clients are
given early interventions and case management supports for clients with various behavioral
health problems.
Spectrum news interviewed Tammi Woodard which is the owner of Family Endeavour home for
female veterans, this home is for veteran mothers and children which are homeless. Which is
home for 24 people. When the families move in they will be assisted with supportive service,
through education, finding a new job, enrolling their kids in school and if they have any mental
health issues they will be provided for them. Cumberland county statistic stated women makes
up 43% of the homeless population and 9% veterans.
Personal Reflections
This was a very interested project. I always had a curiosity on what resources are out here for the
community, now if a student or someone asked me on these types of resources, I will be able to
assist them with it. My view on my community changed a lot because there is so much
information out here and many people don’t know about them. Downtown Fayetteville there are
many homeless people which are living in the pack. I love helping the community and I donate
to charity because my heart goes out to people who do not have. Sometimes I help out feeding
the homeless. You meet many people. But I am thinking some people do not want to be help, I
think homelessness is a mindset as well. It is sad to see so many children are homeless, this
breaks my heart just looking at data, When I interviewed a person which she was sheltered
homeless, due to person received assistance through Red Cross. My friend told me it was very
hard an depressing, losing a job, no where to go with three little boys, she slept in bed with her
boys, one eye opened, one eye closed because; there were so many people, you don’t know and
trust, most of these females steals. I was happy they have resources for veteran, and victims of
substance abuse. I think they need to make more homes for the homeless community, Doing my
research there are not a lot of grants provided for the homeless community. They need to put
something in place especially women with children which were abused.
