METHODOLOGY
The Health Behavior Issue that will be focused in the paper is the promotion of physical activity among the members in society who are between 20-35 years old. In recent years, there have been numerous youths being diagnosed with obesity which has been on the increase in various parts of the world. Obesity is mainly caused by poor dietary habits and lack of physical activities. Furthermore, lack of physical activity is associated with increased risks of contracting non-communicable diseases such as heart diseases, diabetes and other chronic diseases. Chronic diseases are estimated to account for more than 60% of the deaths in the world (Veenstra & Syse, 2012). It should be noted that some of the most important risk factors for these diseases include high
blood pressure, tobacco use, physical inactivity and high concentrations of cholesterol. However, most of these risk factors are closely associated to physical inactivity. As such, the paper aims at developing a methodology that will aim at increasing awareness to the population, concerning the positive impacts of engaging in physical activity. Such will be done with the main aim of improving the public health, especially for individuals aged 20-35 years.
Some important elements that are considered for a successful implementation of the plans and policies towards increasing awareness of the importance of physical activity are discussed below. The elements will be very crucial for the success of the methodology to be applied.
- High Level of Political Commitment
Political commitment from the government, such as support from the president or high-ranking officials in the health department of the nation are crucial to facilitate this. The main reason for this is that support from these bodies and individuals may result in the facilitation of physical activity promotion, which can approach from a political agenda perspective. The impact of this will be very high, especially if the commitment is announced officially to the public, through the official means, to the community. Commitment from these individuals and bodies will be requested through a formal request that can be made by visiting their offices. Statistics and findings from research will be availed to the individuals to sensitize them on the importance of the program. Furthermore, the commitment from the government will also be crucial as the government can provide funding which can be used in raising the awareness (Ridde & Cloos, 2011).
- Proposing the Integration of the Program in the National or Local Policy
A national policy on the implementation of the physical activity will play a crucial role in promoting the acceptance of the program. A national policy will require the formulation of a formal statement which defines the types of physical activity as well as the priority areas. The policy should also provide a strategic plan for the action to be taken. Integrating the program in the national policy will be only possible once commitment from the government and other high-level offices is acquired. Furthermore, it is proposed that public health officials should take part in the preparation of the national policies.
- Support from Stakeholders
The program should obtain support from the necessary stakeholders. These include a network of relevant individuals and bodies such as nongovernmental agencies, parents, ministries, the private sector as well as local community groups. In implementing this, effective and healthy collaboration is required to ensure that the physical activity programs are implemented in the specified setting. These include universities, where some individuals in the targeted age-group might be studying, as well as workplaces, for the individuals who are working. Furthermore, support from the relevant media owners such as newspapers, radio and television will be crucial. The main reason for this is that the groups will play a big role in promoting the health messages. Building such networks and collaborations will require the different parties to have mutual respect, shared values as well as skillful articulation of various opinions and arguments by the different parties (Saunders, Brown, Carter & Lapkin, 2018). All these can be achieved by having regular meetings with the stakeholders to discuss the plan. Meeting will also be necessary to discuss the progress and determine changes that need to be made, depending on the performance of the program.
- Cultural Sensitivities
While implementing or developing the plan, it is imperative that the program be socially inclusive as well as participatory in nature. Moreover, it should be noted that a successful implementation of the program will largely depend on whether the groups, customs and cultural ties are considered, during the design process. The program should be customized for the different ethnic and cultural groups that are targeted in the implementation process. As such, views and opinions from all groups will be collected.
- Funding
Allocation and availability of funding to promote the program will largely depend on the commitment of the government and the support from the stakeholders. Owing to the fact resources from the government may be limited, additional support will be requested from the non-governmental organizations. Even though new fund sources are important for the success of the program, mobilization as well as reallocation of the funds should be considered during the entire program. In a bid to ensure that the funding is optimal, budget and expenditure projections will be conducted, to ensure that a clear goal is set. Furthermore, transparency in the utilization of the funds will be very crucial. As such, all the donors will be updated on the financial needs and usage of the monies provided.
The development of the plan will largely be based on the health belief model (HBM). The HBM model was mainly developed to understand why people made choices on utilizing preventive services offered by public health departments. According to this theory, the beliefs of people about a disease or health risk is mainly associated with their perception of the benefits of engaging into preventive actions (Hall, 2011). The HBM theory will be critical in designing and developing health promotional messages that will be presented in the different media identified by the stakeholders. Figure 1 below shows the health belief model steps, which will be utilized in the program.

Program challenges
Communication Challenges
Due to the nature of the program, which targets a huge area (national), one of the most probable challenge to be encountered would be communication challenges. Communicating to communities that have diverse cultures will be a problem as a single method of communication might not be viable. Different cultures perceive different messages differently. As a way of combating this problem, multiple communication channels will be used in communicating the local residents concerning the program. In identifying the best communication channel for the target group, focus groups and surveys will be utilized to collect the views and opinions of the residents.
Barriers to Reaching the Community
Another challenge that can influence the program are barriers to reaching them. These can be issues such as geography, because the program is aimed to run across the country. In combating this problem, the design of the program will be made, considering sinstances of lengthy times of travel, transportation needs as well as ease of communicating the program to the relevant stakeholders.
